East Thames Lifelong Learning Partnership was first established in early 1999, as a response to the Governments National Partnership Protocol published in November 1998. The Vision was "Learning is the key to prosperity" for individuals as well as the nation as a whole, and to achieve this vision a number of aims around collaboration were established. These include:
- To raise educational standards
- To improve the quality of provision
- To encourage suitable broadening of the curriculum
- To enhance access to local provision and to widen participation
- To encourage coherence of local planning and to avoid wasteful duplication of provision
The government has identified three core roles of learning partnerships in relation to Learning Skills Councils, including that they should become a fora for feedback from youth and adult learners. Partners in the ETLLP include:

- Disablement Association of Barking & Dagenham
- EDAP - Employer Development & Assistance Programme
- Employment Office
- Futures Careers Guidance
- Havering Business & Education Partnership
- Havering College of Further & Higher Education.
London Borough of Redbridge
- Redbridge & Waltham Forest Health Authority
- Redbridge College
