In the summer of 1999 the Council brought together the previously separate areas of Education, Arts and Libraries into a single department. This restructuring marked the start of a new approach to Education, Lifelong Learning and cultural development, linked together using the Balanced Scorecard Framework.
The Lifelong Learning Division was established within the new structure to raise standards and to pursue two main aims
:
- To bring coherence and direction to the Borough´s provision for post-14 and post-16 education and training
- To drive up standards of education and to raise the stock of skills and qualifications acquired by the adult population
To do this, the various services contributing directly to this aspect of the department´s work were brought together into a single Lifelong Learning Team. This team includes the Youth Support and Development Service, Trident, the Adult College, Careers Education, the Post-14 Team, the Education Business Partnership and Barking and Dagenham Training Services.
The Service Plan contains 12 strategic objectives, with details of how they can contribute to the delivery of the Community Priorities and the realisation of the Barking and Dagenham 2020 Vision. These objectives are then subject to an implementation plan, which includes details on the measures of success for each objective. The strategic objectives include to work effectively with voluntary organisations and a range of partners and to make effective use of national and local initiatives.. |
